Rather the “desalination” serves as a cover and apology story to hide the real big thing of water supply by measures of Climate Geoengineering (ClimateControl).
This water needs to be stored in dams, underground aquifers, on-ground tanks, and transported by water pipelines to the huge industrial areas for fracking of oil and gas and desert farming, which have rapidly grown since the 1990s and can easily be observed by satellite maps.
The connection of this development with the wars in Syria, Iraq, Yemen, Libya and Somalia and with Petrodollar of the USA and the peaceful way out of the current carnage by renting wind-water corridors need to be read in the linked articles on this paragraph.
But let the Saudis speak for themselves and tell us how their water infrastructure is adapted to ClimateControl. Please research much more sources about that by yourself. I am giving only a few examples here, not to make unproven claims.

In order to exploit rain and flood waters as efficiently as possible, the Ministry has concentrated on building several dams in different areas. Before 1975 (1395 AH), there were 16 dams; the number had increased to 230 by end of 2006 (1426/27 AH), with a storage capacity of 850.33 million cubic meters. These dams contribute to the increase of subterranean water reserves and the provision of potable water, as well as helping to protect plantations and some villages against the flooding which previously threatened them as a result of sudden torrential rises in the level of water.
Among the major dams in the Kingdom is the dam of Wadi Najran with a storage capacity of 85 million cubic meters, the dam of Wadi Jizan with a storage capacity of 75 million cubic meters, the dam of Wadi Fatima on the outskirts of the Holy City of Makkah with a storage capacity of 20 million cubic meters, and the Wadi Bisha dam, the largest dam in the Kingdom and the second largest concrete dam in the Middle East.”

The growth of the number of residents in the city of Riyadh made the creation of a new transport system for drinking water into a necessity. The drinking water is produced in a combined power plant and desalination plant in Ras al-Khair (previously known as Ras al-Zour), located at the coast of the Arabian Gulf in Saudi Arabia. The distance from the city to Ras al-Khair is 460 kilometers. To create a redundant system, two parallel drinking water pipelines were constructed. The total trajectory therefore consists of 900 kilometers of pipeline,3 pump stations, 13 water reservoirs, 360 kilometers of 13.8 kV power cables and a SCADA system. A.Hak International constructed the final segment, from pump station 3 to Riyadh including branch lines into the city. This trajectory stretches out 216 kilometers in length, which means that almost 400 kilometers of pipeline was constructed by A.Hak. With this new transport pipeline, over 900,000 cubic meters of water can now be delivered to the city on a daily basis.“

Desalination in combination with power plants is also used, but this is not the main source of sweet water. Desalinated water doesn’t fall as torrential precipitation and fill at least 230 dams and increase “subterranean water reserves”.

Schedule: Bids were due to be submitted to Marafiq in August 27, 2008. Construction is estimated to start in the second quarter of this year and is expected to be completed in early 2013.
Scope: The project calls for the construction of a new independent water and power plant in Yanbu Industrial City. The plant will produce 1700MW and 150,000m³ per day of desalination water.
It will also use cracked heavy fuel oil and lowest additive concentration fuel as a back up.
Jubail IWPP
Value: US $3.4 billion
Client: Power & Water Utility Company for Jubail & Yanbu
Schedule: The Suez consortium was awarded the main construction contract in December 2006. The consortium is a joint venture of Suez Energy International, Belgium and Acwa Power Projects, Saudi Arabia. Construction started in early 2007 and is expected to be completed next year.
Scope: The project calls for the construction of an Independent Water and Power plant in Jubail Industrial City. The power plant will comprise four blocks and will be based on combined cycle generation gas turbines, where steam from the turbines will supply process steam to the desalination plant, which itself will comprise 27 units that will use Multiple Effect Distillation technology. Jubail IWPP will produce 2745MW of power.
1200MW Power Plant Next to Shuaiba Power Plant
Value: US $3 billion
Client: Saudi Electricity Company
Schedule: Alstom was awarded the main construction contract in July last year. Construction is in progress and expected to be completed in early 2013.
Scope: The project calls for the construction of a 1200MW power plant next to the Shuaiba power plant. The power plant is located 100km south of Jeddah.
Jizan Economic City (JEC) – Power Plant
Value: US $2.5 billion
Client: Saudi Binladin Group
Schedule: CPI Power Engineering was awarded the main construction contract in November 2008. Construction started early this year and is expected to be completed in 2013.
Scope: The project calls for construction of 2400MW captive power plant for an aluminium smelter in Jizan Economic City.
Jeddah Desalination Plant – Phase 3
Value: US $295 million
Client: Saline Water Conversion Corporation
Schedule: Doosan Heavy Industries and Construction was awarded the main construction contract in December 2008. Construction began earlier this year and is expected to be completed in 2012.
Scope: The project calls for construction of phase three of the Jeddah desalination plant. 380kVÂ

Schedule: Siemens was awarded the main construction contract in July last year. Construction is in progress and expected to be completed in the third quarter of 2010.

Scope: The project calls for the extension of Tabouk power plant, phase six. The plant is located in Tabouk city, Saudi Arabia.
380kV Madina East Substation

“NEW YORK (Bloomberg) — Saudi Arabia plans to tender or award six water-related projects in 2019 as it pushes ahead with a privatization program that got off to a slow start.
The cabinet recently approved the tendering of seven desalination and wastewater projects. One was awarded this week, three are in various stages of tender process and three more will be offered to investors next year, the government’s National Center for Privatization and PPP said in a statement.
So far, more than 40% of the bids have come from international companies relying heavily on financing from international banks, the center said. It didn’t provide details on the monetary value of the water projects, but said the total value of all public-private partnerships to be tendered by 2020 is expected to be $6.4 billion to $7.5 billion (24 billion to 28 billion riyals).
The first project, a desalination plant in Rabigh that will supply water to the Mecca region, was awarded to a consortium led by ACWA Power on Monday.
Saudi Arabia unveiled a major privatization program in 2016 as part of Crown Prince Mohammed bin Salman’s plan to raise government revenue and diversify from oil. Economy Minister Mohammed Al Tuwaijri said last year that the government expected to raise some $200 billion in the next few years through privatization, however progress has been slow.
In addition to the water projects, the government plans in 2019 to move ahead on renewable energy projects in solar and wind, parking in Riyadh and a second cargo license station at King Khaled International Airport, according to the statement. It also plans to sell Saudia Medical Services facilities and four flour mill companies, and to establish an agriculture company,”

In Jeddah, TYPSA is also carrying out the design review and construction supervision of water storage for the Jeddah water supply, which comprises two groups of tanks with an overall capacity of one million cubic metres, located in Faisaliyah and Briman. The project includes buildings, infrastructure systems, pumping stations and pipelines connected to Saline Water Conversion Corporation (SWCC) and NWC transmission lines. The same tasks have been commissioned for the works in a large-scale hydraulic programme in Saada, 125 km from the Saudi capital, including water catchment, treatment and distribution.
Other TYPSA assignments include the design to supply industrial water to the new city of Waad Al Shamal, near the border with Jordan and Iraq, from the El Sakaka, Arar and Turaif waste water treatment facilities. This project comprises 500 km of pipeline with a 125.000 m³/day maximum flow, storage tanks with a total volume of 800,000 m³ and a clarification plant to ensure the quality of the water in accordance with the Saudi Arabian standards for industrial use.
In addition, the design of the Harad (Yabreen) – Riyadh water transmission system is also under way, which includes a well field, a 400 km pipeline and a desalination plant for 800,000 m³/d.”

The Hali Dam is a gravity dam on Wadi Hali about 14km east Keyad in Makkah Province of south western Saudi Arabia. The dam has many purposes to include flood control, irrigation municipal water supply. The dam’s reservoir has a total storage of 249,860,000m3, making it the second largest in the country after the King Fahad Dam.
The Dam is 384m in length, 71m width at the base and 8m width at the top crest.
The dam was constructed between 2003 – 2009 by Al-Dakheel Contracting Company. It is owned and operated by the Ministry of Water and Electricity.
THE SOLUTION
The Fosroc team joined the contractors from the beginning of the project and made all trials to achieve the requirement for the concrete. Project Description:Â The primary purpose of the project is developing concepts for the utilization of the water from 100 dams (48 of which are operating, 52 are under construction or planned), located in the west and south-west of the Kingdom of Saudi Arabia. At a later stage of the project, detailed designs, ready for tendering for water utilization infrastructures shall be provided. As a first step, as-is assessment of the current situation is crucial. Therefore all dams have been visited, information collected and water samples taken wherever possible. As main criteria for future dam water use, the amount of available water and its quality have been defined. A further criteria is the water demand in the vicinity of the dams (e.g. for agriculture / irrigation or domestic water supply). Phase 1 shall identify dams for further detailed investigation and elaboration of preliminary designs. The third phase comprises detailed design for the construction of water infrastructure facilities, such as pumping stations, reservoirs, pipeline systems and, where applicable and useful, water treatment plants. A further utilization method to be considered is controlled artificial recharge of the downstream Wadis (e.g. by means of underground dams and future utilization by shallow groundwater wells). The detailed designs shall be provided for 50 dams.”

“Saudi Aramco, the state-owned oil company of Saudi Arabia, has selected Técnicas Reunidas (Spain) for the execution of the Utilities & Common Area project within the Jazan IGCC (Integrated Gasification Combined Cycle) complex in the Jazan Economic City, located in Jazan Province, a south western region of Saudi Arabia. Técnicas Reunidas will develop the utilities and off-sites facilities for the IGCC complex under a Lump Sum Turn Key (LSTK) contract worth US$1.7bn covering the services for engineering, procurement, construction, pre-commissioning and commissioning support for the facilities. The Jazan IGCC complex will convert vacuum residue to be produced in the adjacent Jazan refinery into synthesis gas (syngas). The gasification unit will have a capacity of 2,110,000 Nm3/h (18.4 bcm/year) of syngas that will be evenly used to produce purified hydrogen for the refinery and to fuel a combined cycle facility producing utilities and power for the refinery and export to the national grid. Total output of the plant will be of approximately 2,400 MW. The facilities will be operational in 2017.“

“Saudi Aramco selected Shell technology for the power plant to be part of the giant Jizan Refinery project on the southeast of Saudi Arabia.Together with the refinery, the Jizan gazification project is the master piece of the development of this southern region of Saudi Arabia with the Jazan Economic City construction to include all type of manufacturing industries.
Located in Bish near Jizan (or Jazan), along the Red Sea, the Jizan Economic city will be erected far from any other infrastructures in the country, rising questions about costs and economical impact.
But with the variety of its industrial activitiesin beginning with the production and export of energy and petrochemical products, the Jizan Industrial City will take a strategic position as allowing Saudi Arabia to export in parallel to the sensitive Strait of Hormuz.”“In April 2012, the Houston-based KBR and its local subsidiary Abdulhadi and Al-Moaibed Consulting Engineering Co. (AMCDE) completed the front end engineering and design (FEED) work.
From this FEED, the Jizan refinery shall be designed to treat 400,000 barrels per day (20 million t/y) of Arabian Heavy crude oil and Arabian Medium crude oil.
It will produce:
– 75,000 b/d of gasoline
– 100,000 to 160,000 b/d of ultra low sulfur diesel
– 160,000 to 220,000 b/d of fuel oil
– Aromatics with Benzene and Paraxylene
Benefiting from its General Engineering Services Plus (GES+) contract, KBR is also providing Saudi Aramcowith project management consultancy services for the Jizan Refinery project.
Saudi Aramco awarded eight EPC packages in Jizan
KBRFEED work conclusions have split the Jizan Refinery project in 11 main packages for the engineering, procurement and construction (EPC) phase.
In November 2012, Saudi Aramco awarded eight EPC packages:
– Ali Al-Ajmi Group for the site preparation– Hanwha Engineering and Construction for the marine terminal
– Hitachi Plant Corporation for the offsites and utilities packages
– Hyundai Arabia for the sour water stripper unit and amine regeneration unit
– JGC Corporation for the naphtha and aromatics (benzene and paraxylene) units
– Petrofac Saudi Arabia for two tank farms packages for $1.4 billion
– SK Engineering for the crude distillation and vacuum unit
– Tecnicas Reunidas for the hydrocracker and diesel hydrotreater packages
Among the few pending packages, stands the Jizan power plant for which Saudi Aramco is currently proceeding to the pre-qualification of the potential bidders.
From the conceptual study of the whole Jazan Industrial City project, the Jizan power plant should deliver 2,400 MW from which 500 MW should supply the Refinery and the remaining 1,900 MW should be distributed to the rest of the City.
Jizan Gasification Plant to integrate sulfur packages
In order to optimize energy efficiency Saudi Aramco selected the Shell Integrated Gasification Combined Cycle (IGCC) technology.
To use 90,000 barrels per day of vacuum residue from the Refinery as feedstock, the processes of the Jizan Gasification plant are closer to petrochemical processes than conventional gas-fired or fuel-fired power plants.
In addition to the electricity this Shell IGCC processwill supply the refinery with hydrogen and the Jizan Industrial City with water.Shell IGCC technology might be more expensive than conventional power generation plant but it generate lower emissions of CO2, sulphur dioxide, nitrogen oxides and particulates than conventional power plants.
It also consumes less water, and produce only about half as much solid waste.
As Shell IGCC is combining refinery residues with oxygen to produce synthesis gas and power the turbines, Saudi Aramco is preparing tender for the oxygen package in parallel to the refinery.
But it is still unclear if it will be an Jizan Refinery project integrated package or an oxygen supply contract.
Since the fuel gas desulfurization performances is directly related to the IGCC process, this package, as well as the sulfur recovery unit have been transferred from the Jizan Refinery project packages to the Jizan Power Plant project packages.
The consequence is to increase the content of the Jizan Power plant package which may end up somewhere between $3 and $5 billion capital expenditure.
Despite this increase in the scope of work, Saudi Aramco, Shell and KBR expect the Jizan Gasification Plant to come on stream at the end of 2016.”
