TASS: Navigators and search engines will be the first mandatory pre-installation programs for smartphones in Russia. This is stated in the draft decree of the government of the Russian Federation, published on the portal of draft regulatory legal acts.
According to the document, different programs will have different deadlines for mandatory pre-installation on gadgets.
The preinstallation of Russian software (software) will work for smartphones from July 1, 2020, the document says. The first programs to be preinstalled from the specified date included browsers, cartographic and navigation services. The following will be applications for payment for goods, works and services, instant messengers, social networks and mail channels – from July 1, 2021. In July 2022, programs for providing an audiovisual service, as well as applications for free access to viewing all-Russian television or radio channels, maybe mandatory for pre-installation.
The project notes that domestic software, which will be included in the list for reinstallation, should be popular and have high social significance in the distribution of services and information.
“Programs for electronic computers should provide consumer-relevant consumer properties of a technically complex product: high popularity of the application, which includes the following indicators:
- at least 100 thousand software downloads per month,
- at least 100 thousand unique users per month high social significance in the distribution of services,
- information,
- socially significant,
- prioritization of traditional Russian spiritual and moral values, “follows from the explanatory note ski to the document.
Another requirement for software was to ensure the safety and protection of consumer data.
If it is not possible to ensure the rearrangement of the Russian software on the device, its manufacturer is obliged to post information in the public domain with the reasons no later than two months before the start of production.
Russian President Vladimir Putin has signed a law stipulating the need for pre-installation on smartphones, computers, and televisions with Smart TV function of applications targeted at the Russian audience. The law was published on December 2 and will enter into force on July 1, 2020.
