VT: No police nationally will stop a car for 80 on an interstate highway where the speedlimit is 70. Normal margin of error on radar devices is 3mph at best and a ‘5 over’ ticket is no longer accepted by most courts.

Law enforcement officers in Rowan County pulled a 66-year-old librarian from her car by her hair, threw her to the ground and tore her rotator cuff during a 2019 traffic stop, a federal lawsuit filed Wednesday alleges.

The woman, Stephanie Bottom of Atlanta, said she was driving to a funeral and posing no threat to the officers when they stopped her on Interstate 85 for driving 80 mph in a 70 mph zone and failing to heed blue lights. Once officers stopped her car, they approached her with guns drawn, she said.

Bottom, who is Black, contended in the lawsuit that the officers from the Salisbury Police Department and Rowan County Sheriff’s office used excessive force, in violation of the U.S. Constitution. The suit was filed in federal court in the Middle District of North Carolina.

Body cam video obtained by the Observer shows Bottom crying after she was handcuffed.

  1. The “speeding ticket” business-model is founded in fraud as a bait-and-switch. It is the policy of most every government that drivers are encouraged to exceed the posted limit by a reasonable amount in the interests of traffic-flow. When an officer is of the opinion that someone has exceeded the posted limit by an unreasonable amount, they avoid the liability to prove it by issuing a ticket claiming merely that the driver had exceeded the posted limit. That kind of sleazy carny-level bait-and-switch is supposed to be beneath the dignity of government to engage in.

  2. To Protect & Serve…who? A while back I was the victim of a hit & run while riding my Harley. Thanks to all the good samaritan by-standers after getting up & shaking myself off there was a half dozen photos, statements detailing the culprit & her license plate even the bird’s eye view of how it happened. Luckily, I & my hug weren’t hurt but a few minor scratches. Shortly after the incident I rode to the nearest Sheriff’s office attempting to report the hit & run. I found their glass cage unattended, finally after several bangs on their plexiglass a stubby officer showed up & sheepishly listened to my tale, and said, we are closed i cant help you. He wrote down a number to call but they repeated the same, we cant help you.

  5. Traumatize, brutalize, comply or die mentality. The way cops behave and drive on the highway, makes it hard to know what they are doing and who they are pulling over. Just had that situation the other day. They speed often over 90 with no lights on, sometimes a whole lone of cars pull over , not knowing who is the target.
    They could have cuffed her in the front at a minimum, but that, and the hair pulling, is that extra brutality shining through. They punish, because, how dare we not comply. And of course the Georgia plates, obviously triggered the racist.

    • If it is found she does indeed have a torn ligament, that is torture. Willful act of inflicting pain for no reason other than domination beyond detainment, or for self pleasure. or both.

  6. Hmph, the policeman resembled Ben Bailey in the Floyd debacle. Another Boston Bombing or Sandy Hook? And now this cop works for the Department of Homeland Stupidity? I have a shirt with the emblem on it and I wear to the airport.
